The video is quite literal though, and it seems to line up for the most part, so hopefully this translation isn't too far off. I'm assuming these people are kind of shady acquaintences, crazy people, delinquents or other people he'd rather avoid that shouldn't be loitering around the subway station and SALU is saying either A. No matter where you go or how you try to get rid of them, that type of person will always be there, or B. He says something to them as he passes by but doesn't expect it to do any good. Or both of those interpretations might be wrong. I'm not really sure.
